Democrats Propose Clean Cloud Act to Transition US Bitcoin Mining & AI Centers to Green Energy

The U.S. Senate has introduced the Clean Cloud Act of 2025, aiming to phase out fossil fuels in cryptocurrency mining and artificial intelligence (AI) data centers by 2035. This legislation, proposed by Democratic Senators Sheldon Whitehouse and John Fetterman, seeks to impose strict carbon emission limits on these industries with penalties for non-compliance. By setting a clear timeline to achieve net-zero emissions by 2035, the Act mandates that facilities exceeding 100 kilowatts in energy capacity adhere to region-specific emission limits based on the U.S. Department of Energy’s National Transmission Needs Study.
