Proposal for Amnesty: Helping Russian Cryptocurrency Miners Legalize Their Operations

Oleg Ogienko, a member of Russia’s State Duma, has proposed an amnesty policy aimed at assisting cryptocurrency miners operating illegally with their equipment. This initiative, presented at the Digital Almaz forum, seeks to transition roughly 60% of underground miners currently using illicitly imported equipment into legal operations. This proposal addresses the challenge that many miners are unable to register with the Federal Tax Service due to the lack of an amnesty program for these operators. 150 mining farms and 1,300 individual miners have registered nationwide, but the concentrated nature of mining in regions like Siberia has contributed to power shortages and led to the banning of mining operations in over ten areas this year.
