US Senate Advances AI Chip Sales Restrictions, Aiming for Domestic Production

The US Senate has passed a sweeping AI bill that prioritizes domestic chip sales before exporting advanced processors abroad. This is part of the National Defense Authorization Act (NDAA), known as the GAIN Act, which was recently added as an amendment. The act requires chipmakers to serve US customers first and then export to other nations. It also gives Congress the power to deny export licenses for high-end AI processors and mandates licenses for all products containing “advanced integrated circuits”.
