Binance, a leading global blockchain company, has signed a Memorandum of Understanding (MoU) with the Ho Chi Minh City Department of Finance to support the development of Vietnam’s future International Financial Center (IFC). The agreement was formalized during the Autumn Economic Forum 2025 in an effort to solidify Ho Chi Minh City’s position as a regional and international financial hub. The MoU outlines several collaborative initiatives aimed at attracting investors, crafting regulations for digital assets and blockchain technology, and establishing a regulatory sandbox for these initiatives. Binance will also play a key role in supporting programs that empower startups and SMEs by co-developing innovation initiatives, providing mentorship opportunities, and building an ecosystem tailored to Vietnam’s rapidly evolving tech sector.
