Senator Calls for Blockchain-Powered Budget Transparency in the Philippines

In a bid to enhance budget transparency and accountability in the Philippines, Senator Bam Aquino has introduced Senate Bill No. 1330, proposing the creation of a National Budget Blockchain System. This system aims to track all public funds through blockchain technology, providing real-time access to budget information for everyone. Aquino highlights that modern technology can ensure that each peso is utilized accurately and transparently. The proposed system would enable complete budget transparency by making all transactions clear, unchangeable, and easy to verify, combating issues like unreported contractors or hidden projects. This enhanced transparency aims to empower citizens, auditors, and oversight groups to track funds effectively. DICT will collaborate with the Department of Budget and Management and the Commission on Audit to implement this system. Budget records would be stored as digital public assets (DPAs) accessible through a public portal in real time, enabling stakeholders to verify their usage. This move aligns with the increasing global adoption of blockchain technology for transparent data management. The US Commerce Department will also leverage blockchain for key economic data like GDP reports starting August 27th. This initiative aims to provide the public and market access to secure and tamper-proof federal data. Senator Aquino’s proposed bill in the Philippines could significantly improve budget transparency, promote responsible use of public funds, and foster accountability within the government.
