Samourai Wallet, a leading Bitcoin privacy tool, is fighting back against federal charges brought by the Department of Justice (DOJ). The wallet’s founders, Keonne Rodriguez and William Hill, are arguing that their non-custodial nature should exempt them from being classified as Money Service Businesses (MSBs) under FinCEN regulations. Rodriguez and Hill cite recent findings from FinCEN, which concluded that Samourai doesn’t qualify as an MSB. This claim challenges the DOJ’s allegations of non-compliance with disclosure rules during the investigation.
