However, this would require convincing the Commerce Secretary, Howard Lutnick, or the Treasury Secretary, Scott Besson, to approve the purchase and fund it without adding to the national debt. To facilitate such an action, Sacks proposes exploring options from existing programs to find funding sources for Bitcoin acquisition.
