Ukraine Approves U.S.-Ukraine Reconstruction Investment Fund Agreement

The Ukrainian presidential website announced that President Zelensky has signed into law the agreement establishing the U.S.-Ukraine Reconstruction Investment Fund. The agreement, officially known as the ‘U.S.-Ukraine Mineral Agreement,’ was signed by both countries on April 30th. On May 8th, the Ukrainian Verkhovna Rada (parliament) voted to approve it with 338 votes in favor. However, some analysts view this agreement’s signing as a positive step in improving U.S.-Ukraine relations. 10 to 20 years may be needed for developing strategic mineral resources in countries with established mining industries, according to experts from mineral consulting firms. Currently, the economic feasibility of developing most of Ukraine’s mineral resources is uncertain due to insufficient data. Additionally, damage to infrastructure such as electricity and transportation caused by the Russia-Ukraine conflict has created uncertainty regarding the security outlook, prompting cautious investment approaches.
