U.S. Senate Proposes Clean Cloud Act to Curb Data Center Emissions

The U.S. Senate is pushing forward with a new draft bill known as the Clean Cloud Act. This legislation aims to address emissions from data centers that support blockchain networks and AI models by imposing fees on those exceeding federal emission standards. Specifically, the EPA will be tasked with setting emission limits for data centers and cryptocurrency mining facilities powered beyond 100KW, aiming for an annual 11% reduction in overall emissions. Facilities violating these thresholds would face fines of $20 per ton of carbon dioxide equivalent, with these penalties escalating by $10 annually due to inflation. The Act’s impact is expected to be significant for Bitcoin mining companies like Galaxy, CoreScientific, and Terawulf, which are increasingly using their high-performance computing power for AI model development.
